Is na 6 maanden Belgisch voorzitterschap de weg nu definitief geëffend voor een sociaal Europa? Dat had men ons althans beloofd. Niets is minder waar. Ten eerste berust het hele idee van de opbouw van een sociaal luik aan de Europese Unie eigenlijk op een reusachtig misverstand. Een "misverstand" dat zich genesteld heeft bij de leiding van vele Europese vakbonden (het EVV op kop) en Socialistische/Communistische partijen. Dit zou zogezegd de derde etappe zijn, de sociale bekroning van het politieke en monetair/economische Europa. Het misverstand bestaat erin te denken dat het "politieke" en het "economische" Europa ook ruimte laat voor een echt sociaal beleid. Het is nu net dat "economische" en "politieke" Europa dat een sociaal bloedbad veroorzaakt. Onder onze neus wordt een Europa opgetrokken van ondemocratische en ondoorzichtige instellingen, een Europa dat geboetseerd is naar de belangen van de machtigste aller lobbies; die van het Europees patronaat verenigd in de European Round Table of Industrialists.

Twee voorbeelden staven dit.

Ten eerste is er het faillissement van Sabena, de Belgische luchtvaartmaatschappij, wat een gevolg is van de verplichte privatisering van de nationale luchtvaartmaatschappijen overal in de Unie. De EU verbiedt uitdrukkelijk het bestaan van nationale openbare monopolies net zoals staatssteun aan bedrijven in moeilijkheden. De privé aandeelhouder heeft Sabena volledig leeggezogen en is de hoofdverantwoordelijke voor de afdanking van meer dan 12.000 mensen. De privatisering van de Post, Telecom en het Spoor waarop de EU aandringt brengen deze bedrijven in dezelfde gevaarzone als Sabena. Sabena is een schoolvoorbeeld van sociale catastrofe als gevolg van een belangrijke EU richtlijn.

Dan is er het onderwijs. De Bologna-verklaring dringt aan op de afstemming van de "onderwijsindustrie" op de noden van de bedrijven. De uniefs en hogescholen moeten dus meer marktbewust worden zowel in hun eigen financiering als in het inhoudelijk aanbod van de cursussen. Dit is een recept dat zal leiden naar een verhoging van de bijdrage van de student en zijn familie in de toegang tot de hogeschool of unief. Dit is de doodsteek voor de reeds zieltogende democratisering van het onderwijs. Het elitaire karakter van de hogere studies wordt hierdoor versterkt. Krijgen we binnenkort scholen of zelfs lessen die gesponsord worden door Coca Cola of Mac Donald ? De aanpassing van de cursusinhoud op de noden van de markt leidt tot de vervlakking van de opleiding. Dat is een nieuwe etappe in de strijd voor de kapitalistische controle van de hersenen van studenten. Cursussen die "niets opbrengen" zullen dan wegvallen wegens gebrekkige marktwaarde. Onderwijs verwordt dus tot koopwaar.

Welke sociaal Europa is mogelijk binnen dit institutioneel, reglementair, economisch en financieel keurslijf? Geen enkel! Daarom pleiten wij voor een echt sociaal Europa dat moet opgebouwd worden binnen het kader van een grondige wijziging van de kapitalistische eigendomsverhoudingen, het kader van een socialistisch Europa. Deze kan enkel bekomen worden door Europese klassenstrijd en niet door technocratisch lobbywerk in de coulissen. Elke andere politiek die gevoerd wordt door de Europese vakbonden en linkse partijen reikt niet verder dan deze van een sociale ambulancier van de schade veroorzaakt door het kapitalisme.

Pas d'Europe Sociale Possible dans la cadre de l'UE capitaliste Pour une Europe Socialiste !

L'Europe sociale est-elle enfin sur les rails après 6 mois de présidence belge de l'Union Européenne ? Rien n'est moins sûr. Premièrement l'idée de créer un volet social à l'Union Européenne repose sur un gigantesque malentendu. Un " malentendu " véhiculé par de nombreuses directions syndicales en Europe, la CES en tête et par les Partis Socialistes et Communistes. L'Europe sociale serait à en croire ce raisonnement la troisième étape, le couronnement social de l'Europe politique, monétaire et économique. Le malentendu repose sur l'idée que l'Europe " politique " et " économique " laisse une marge pour une vrai politique sociale. Il faut comprendre que c'est justement cette Europe " politique " et " économique " qui mène au massacre social. Sous notre nez se construit une Europe basée sur des institutions non-démocratiques, une Europe façonnée par les intérêts du plus puissant des lobbies, c'est à dire celui du patronat européen regroupé dans la European Round Table of Industrialists.

Deux exemples pour vous convaincre. Premièrement, il y a la faillite de la Sabena, la compagnie belge d'aviation. Celle-ci est la conséquence de la privatisation obligée des compagnies aériennes partout dans l'UE. L'UE interdit expressément l'existence de monopoles publics nationaux tout comme les aides d'états aux entreprises en difficultés. L'actionnaire privé qui a vidé les caisses de la Sabena est le principal responsable de la perte d'au moins 12.000 emplois. La privatisation obligatoire de la Poste, des Télécoms et du Chemin de Fer aussi vont pousser ces entreprises dans une zone de grande turbulence. Sabena est un vrai cas d'école d'une catastrophe sociale causée par une directive européenne.

Puis il y a l'enseignement. La déclaration de Bologne insiste sur l'ajustement de " l'industrie de l'enseignement " aux besoins des entreprises. Les universités et les écoles supérieures devront donc s'orienter plus vers le marché. Cela va affecter aussi bien son financement que le contenu des cours. Cette recette aboutit à une augmentation de la participation financière de l'étudiant et de sa famille pour accéder à l'école. Un véritable coup bas pour la démocratisation de l'enseignement qui est déjà mal en point. Le caractère élitaire de l'enseignement en est renforcé. Bientôt nous assisterons à des cours sponsorisés par Coca Cola ou Mac Donald. Car l'adaptation du contenu du cours aux besoins du marché marque une nouvelle étape dans le contrôle capitaliste des cerveaux des étudiants . L'enseignement est donc réduit à l'état de marchandise.

Quelle Europe sociale est possible dans une telle camisole de force institutionnelle, réglementaire, économique et financière ? Aucune! C'est pour cela que nous luttons pour une véritable Europe sociale qui doit être construit dans le cadre d'une modification drastique des rapports capitalistes de propriétés qui n'est seulement possible que dans une Europe Socialiste. Celle-ci ne peut être obtenu que par un lutte de classe à l'échelle européenne et non par un travail de lobby dans les coulisses. Toute autre politique menée par les syndicats européens et les partis de gauche ne pourra aller au-delà du rôle d'ambulancier social des dégâts causé par le système capitaliste.

No Social Europe Possible within Straitjacket of a Capitalist EU For a Socialist Europe!

Is a social Europe finally on track at the end of the Belgian presidency of the European Union ? Nothing is further from the truth. The idea to create a social dimension to the European Union rests on a gigantic misunderstanding. A "misunderstanding" fed by many union leaders in Europe, starting with the ETUC and the Socialist and Communist Parties. This social Europe is presented as the third stage, the social roof on top of a political and monetary Europe. The misunderstanding consists in believing that this "political" and "economical" Europe leaves room of manoeuvre for a real social policy. We have to understand that this European construction leads to numerous social bloodbaths. The EU that's is been constructed is based on antidemocratic institutions with an agenda determined by the mightiest of all lobbies, the European capitalists organised in the European Round Table of Industrialists.

Two examples will help us to convince you.

The sudden collapse of Sabena, the Belgian air company, is the consequence of the forces privatisation of all air companies in the EU. The EU prohibits explicitly the existence of public national monopolies as well as public hand outs to companies in crisis. De private shareholder has channelled billions of BEF out of Sabena provoking the sudden loss of at least 12.000 jobs. The privatisation of the Post Office, the Railways and Telecom will push those companies in a similar dangerous position. Sabena is an example of a social catastrophe caused by a European rule.

In Education, the Bologna declaration insists in the adjustment of "this service industry" to the needs of the business world. Universities will have to adapt more to the markets. This will affect the financing of education as well as the content of the courses. This is a recipe for increased fees which will further undermine the democratisation of education. The elite character of education will be strengthened. Soon our classes will be sponsored by Coca Cola or Mc Donald! The adjustment of the content of the courses to the needs of the "market" marks also a new stage in the capitalist control over the students brains. Education is being reduced to the state of a commodity.

What kind of Social Europe is possible within this institutional, financial and economic straitjacket? None! That's why we struggle for a real social Europe that can only be built on the basis of a radical change in the capitalist property relations within a socialist Europe. This can only be achieved by class struggle on a European scale and not by technocratic lobbying. Any other policy waged by the European trade unions and the left parties will reduce their role to that of a social ambulance amidst the wreckage caused by capitalism.

In der Zwangsjacke einer kapitalistischen EU kann kein soziales Europa gedeihen. Für ein sozialistisches Europa!

Führt uns die belgische Präsidentschaft zu guter Letzt zu einem sozialen Europa? Mitnichten! Die Idee einer sozialen Dimension in der Europäischen Union beruht auf einem gewaltigen Missverständnis. Und dieses "Missverständnis" wird von vielen Gewerkschaftsführern in Europa genährt, allen voran vom EGB wie auch von den Sozialistischen und Kommunistischen Parteien. Das Missverständnis liegt in der Auffassung, dass dieses "politische" und "wirtschaftliche" Europa noch Spielraum für eine wirkliche Sozialpolitik offen lässt. Wir müssen begreifen, dass der Aufbau dieses Europa ein vielfältiges soziales Blutbad anrichtet. Der europäische Prozess stützt sich auf antidemokratische Institutionen Die Tagesordnung bestimmen die einflussreichsten Lobbyisten, die sich im Europäischen Runden Tisch der Industriellen gruppieren.

Als Beleg dafür zwei Beispiele:

Der plötzliche Zusammenbruch der SABENA, der belgischen Luftfahrtgesellschaft, ist eine direkte Folge der Privatisierung aller Luftfahrtunternehmen in der EU. Die EU untersagt ausdrücklich nationale Monopole wie auch eine öffentliche Stützung für ins Trudeln geratene Unternehmen. Bei der SABENA haben private Aktionäre Milliarden belgische Francs in ihre Taschen abgezweigt, und dies hat den plötzlichen Verlust von 12.000 Arbeitsplätzen verursacht. Die Privatisierung von Post, Eisenbahnen und Telekom bringt dort eine ähnlich gefährliche Situation. SABENA ist nur ein Beispiel einer vom europäischen Diktat verursachten sozialen Katastrophe.

Im Bildungswesen fordert die Erklärung von Bologna die Anpassung dieses "Dienstleistungsbereichs" an die Bedürfnisse der Geschäftswelt. Universitäten werden sich dementsprechend mehr an die Marktgesetze anpassen müssen. Dies betrifft die Finanzierung ebenso wie die Lehrinhalte. Die Folge werden hohe Studiengebühren sein, und dies wird einer Demokratisierung des Bildungswesens zuwiderlaufen. Bildung wird elitärer. Bald werden Coca Cola und McDonald's Kurse und Lehrgänge sponsern. Die Anpassung des Bildungswesens an die Bedürfnisse des "Marktes" bedeutet ebenso eine neue Etappe in der kapitalistischen Kontrolle über das Denken der Studierenden und Lernenden. Bildung verkommt zur Ware.

Was für ein soziales Europa ist im Rahmen dieser institutionellen, finanziellen und wirtschaftlichen Zwangsjacke überhaupt möglich? Gar keines. Der Kampf für ein wirklich soziales Europa setzt eine radikale Veränderung der kapitalistischen Eigentumsverhältnisse im Rahmen eines sozialistischen Europas voraus. Dazu ist ein europaweiter Klassenkampf von unten nötig und keine technokratische Lobby-Politik. Sonst wären die europäischen Gewerkschaften und linken Parteien nur soziale Rettungssanitäter, die angesichts der kapitalistischen Katastrophen nicht viel mehr als kleine "Trostpflästerchen" anzubieten haben.
